The letters PM next to his name on the medal stand for Pontifex Maximus, a title that dates back to ancient Rome. Translated it means "greatest pontiff" or "supreme bridge builder".
He was very instrumental in WWII to aid victims of the Nazis and directed the church to provide discreet assistance to Jews and others, saving hundreds of thousands of lives. This medal was likely minted for his 80th birthday in 1956 as noted on the front.
